  • The season of competition for those student-athletes who were in good standing as of March 12, 2020 was restored by the CCCAA Board. Good standing is defined as being on the team as of the date of postponement (March 12) and not having quit or been cut from the team. If a student-athlete became temporarily ineligible (dropped below 12 units), they are still in good standing.

  • The reinstatement of the season of sport shall be treated like the injury/illness waiver in Bylaw 1.8.1.I, which reads:

    o The reinstatement of a season of sport shall be treated as if the partial season of competition never existed for athletic purposes.

    o For academic purposes, if the reinstatement occurred in the first year of competition, that period will not affect eligibility. If the reinstatement is in the second year of competition, all rules of eligibility shall apply.

  • Second season Spring 2020 student-athletes who were on a 2020 Form 3, in good standing (not having quit or been cut) as of March 12, 2020 and were academically eligible for spring 2020 (24 semester/36 quarter with 18 semester/24 quarter units (per Bylaw 1.6.1.2), 6 units in previous FTT and 2.0 cumulative GPA) are eligible for Spring 2021, provided they maintain a cumulative 2.0 GPA. GPA calculation begins with the student-athlete’s first season of competition and includes all terms prior to the start of Spring 2021.

  • Fall 2020 student-athletes (including basketball), who used their first season of competition in Fall 2019, shall be eligible provided they complete 12 semester/18 quarter units with 9 semester/13.50 quarter units (per Bylaw 1.3.1.B) and have a cumulative 2.0 GPA. GPA calculation and unit accumulation begin with Fall 2019 and includes all terms prior to the start of Fall 2020.

  • All Spring 2020 student-athletes who were on a 2020 Form 3 and in good standing (not having quit or been cut) as of March 12, 2020, may compete in Spring 2021 while enrolled in at least nine units (six units must meet Bylaw 1.3.1.B). Ability to compete in nine units (with six meeting Bylaw 1.3.1.B) shall be in consultation with the student-athlete’s academic advisor/counselor and shall be consistent with their educational plan. Quarter institution student-athletes may compete in both winter and spring quarters while enrolled in nine units (six units must meet Bylaw 1.3.1.B).

o The potential for our spring student-athletes to compete while enrolled in part-time in at least nine units in Spring 2021 was done to assist with the 70 semester/105 quarter unit limit that transfers encounter when moving on to the 4-year level from an academic perspective. The three NCAA divisions and the NAIA all consider competing while enrolled part-time as a full-time term. This means such a term will still count as a full-time term as far as the 40/60/80 requirements, the eligibility periods (10 semester/15 quarters, five-year clock) and the transfer rules, as applicable. Financial aid may also be impacted due to part-time enrollment and adjusted accordingly. This is why the Working Group indicated that this needs to be done in close consultation with the academic advisor or counselor. Some institutions are not publicizing this option to the student- athletes but instead are handling it on a case by case basis. This is an excellent strategy in my opinion.

 

Due to the COVID-19 pandemic and due to access and learning issues related to online course offerings, the six units in the last full-time term requirement will not be applied for 20-21 eligibility certifications.

o The six-unit rule will NOT be applied for any eligibility determinations made during the 2020-21 academic year. This means that even those student-athletes who were not on a Form 3 in 19-20 or did not meet the criteria for the exceptions that were announced on April 17, will not be required to meet the six-unit rule.

o Multi-sport student-athletes or student-athletes in sports that go over two terms will also NOT need to present six units between terms. The cumulative 2.0 GPA rule still applies.

Spring 2020 student-athletes whose spring season was restored and who were intending to compete in a second sport in Fall 2020 at another in-district institution that their home institution did not offer, and then transfer back to their home college for Spring 2021, are not required to meet the 12-unit residency requirement to be eligible in Spring 2021. Such student- athletes must have been on a 2020 Form 3, in good standing (not having quit or been cut) as of March 12, and would have been charged with a season of competition had it not been restored due to COVID-19. Spring 2020 would have established the home college for purposes of Bylaw 1.9.2 but the season of competition restoration eliminated that and as such, those student- athletes would need to fulfill residency. Spring 2020 – College A sponsors swimming & diving only, Fall 2020 – College B sponsors water polo and swimming & diving, Spring 2021 – College A sponsors swimming & diving only. Had the pandemic not occurred, College A would have been the home college and the student-athlete would have been able to transfer to College B and then back to College A without issue.

A special COVID-19 appeals panel has been approved, with the makeup and process to be formalized at the June 24 Board Meeting.

In order to satisfy Bylaw 1.10.1 for Fall 2020 competition, student-athletes must complete 3 units in residence instead of the normal 12-unit requirement. This temporary relief is available to all student-athletes who wish to transfer from one CCCAA institution to another and compete in Fall 2020 and not just those on rosters in 2019-20.

o The three (3) unit residency requirement, for Fall 2020 competition including basketball, must be “academic” and meet the tenets of Bylaws 1.3.1.B/1.6.1.2. This applies to all transfers who wish to compete in Fall 2020, including those who were not on a Form 3 in 2019-20. Most importantly, FIRST CONTACT RULES are still applicable, and violations will be handled accordingly.

o It’s important to note that at this time, Spring 2021 competitors would still need to establish residency by completing 12 units prior to competition and will be revisited, if warranted.

• Second season Fall 2020 student-athletes, who did NOT use their first season of competition in Fall 2019, will be required to present 24 semester/36 quarter units with 18 semester/24 quarter (per Bylaw 1.6.1.2) and a 2.0 cumulative GPA. Unit and GPA calculation begin with the student- athlete’s first season of competition and includes all terms prior to the start of Fall 2020.

• Second season Spring 2021 student-athletes who were not on the Form 3 in Spring 2020 or do not meet the criteria for the eligibility restoration, will be required to present 24 semester/36 quarter units with 18 semester/24 quarter (per Bylaw 1.6.1.2) and a cumulative 2.0 cumulative GPA. Unit and GPA calculation begin with the student-athlete’s first season of competition.

• Eligibility relief previously recommended by the WG and approved by the CCCAA Board of Directors, remains intact even if the sport seasons change due to the pandemic
